Attention: Ara Manoogian, I just read your To Donate or Not to Donate publication. Thank you for your courageous work. In your Conclusions and Solutions, you recommend the need for an audit of the HAAF, and prosecution resulting from irregularities. While I agree with your recommendation, on a practical level that can only happen if there is someone in charge to appoint independent auditors and have the work done without interference. The current governance strcture does not allow for that. What is needed is a new “parent company” where the capital is collected and managed, like a holding company, probably resident outside Armenia, where the HAAF in Armenia becomes an implementer of projects and receives funds from the ParentCo against actual and detailed requests for funding on specific projects. The Board of this ParentCo would be totally without Armanian Govt representation, only diasporan and Armenia citizens. The donors need to take control of the process and the structure. That is the way most international NGOs are run, like Plan International, Worldvision, etc. I would be interested in assisting you to advance your work in this direction. I am based in Toronto. As for the rest, you are obviously misinformed or, even worse, appear to be pursuing your own agenda and are here to cloud issues.

If the issues I’ve been addressing are not human rights, then what are they?

I suppose you wish to see the UN disbanded as well since it too has high levels of corruption, and much of the money spent on development projects in third world nations ends up in the hands of local elites. Furthermore, the vast majority of NGOs involved in poverty reduction and similar endeavors also have issues with how their donated funds are used. So why do you go out of your way to discredit Armenia Fund when there are much larger organizations that could use your attention?

How many defective children you had in the school, while you were a Director?

This article is full of assumptions and partly truthful information. I did independent investigation and what I learned is the following. All recently published articles, as I can assume, nothing, but the order/hunt one of the National Assembly “patgamavor” whose phone request for a personal favor was refused by the orphanage Director. The request was refused due to the fact that “patgamavor” was kindly asking to break the law. This was enough to start all Armenian hunt with not justified and partially truthful information. It is very interesting to know, would that “patgamavor” remember about 4.1mln if the favor was accepted and implemented?
It is worth to mention that the same “patgamavor” is constantly fighting with the same law institution whose doubtful decision is promoting throughout all world. Has so good reputation that even the previous work place new Director not allowing to enter the building. Getting paid by the international organizations supporting the current power to create rules for education and after project closure at once becoming an opposition.

Sonia, I really hope that you don’t raise your daughter to believe that the Armenian people discarded her, because they didn’t. From your own writings and actions, you clearly purchased her and bypassed the laws that were meant to protect her rights. If you had not purchased and then trafficked your daughter to the U.S., she would most probably been adopted in Armenia and not be deprived of her birthright.

And you think that the Armenian and American governments are going sit back and do nothing about this? If this is what you think, you are wrong. The PM’s office has already discussed what they are going to do, because this is the right thing to do and by doing nothing will be a huge embarrassment to them. It is now just a matter of time that they implement the needed changes and will press criminal charges where need be. Hopefully in the next few weeks they will make an official statement and actions will be taken against the guilty.
